Berlin’s housing market has seen significant rises in new contract rents for many years in a row. The Berlin rent cap law which came into effect last year puts some groups in advantage, but also hinders a natural fluctuation as well as modernization of older buildings. Instead of a rent freeze, a more effective measure to ease the housing shortage would be to build and complete the construction projects for which building permits have already been granted.
